Odd question but is it legal to block the flow of data? Friend brought it up when someone blocked his internet and I too am curious.

Your ISP has full rights to remove you as a subscriber, just as the electricity company can remove you as a customer. There is no law forcing an ISP to give you internet access.

Hell, ISPs can even filter out internet for you, eg blocking certain websites. While this is usually very shady practice this is going to start happening soon.
