File wont delete

File wont delete

I downloaded mame which is an emulator and now it wont let me delete it for some reason. It says it may be under protection or something. Can anyone help me get rid of it?

Restart the computer, press F8 when your turn it on.

Boot into Safe Mode, delete the file.

Restart.
