one thing that you can do it (i know it sounds stupid, but it works) is just add .exe to the end of the filename!!!

EXE file contains mostly binary code(Windows uses PE format, which contains also some relocation stuff). Random code will probably cause errors like Invalid Opcode or (if you're extremely lucky) General Protection Fault.

And - PE always begins with ASCII 'MZ'

One way to do this is to use Compilers to generate binary code from a programming language.

Real format of Windows PE is
[DOS-compatible program] - if program is run in DOS, DOS will read first executable, which says 'This program cannot be run is DOS mode"
[Windows program] - real Windows program.

EXE is now considered as Portable Executable(PE) format, created for Windows usage. Some other OS'es support it. Changing file's extension will not make a SimCity4 city(.sc4) from Word text(.doc)!

It's hard to give answer for lyokolover's question because I don't know what is question's meaning really.
